In 1986 William Happ was fugitive from CA for Kidnapping and Armed Robbery. Happ was staying at an aunts house in Crystal River, FL.
On 5/26/86 Angela Crowley was traveling from Lauderdale Lakes, FL to Yankeetown, FL to visit a college friend. By arrangement she was to stop in Crystal River and call her friend. When Angela stopped in Crystal River to call her friend from a call up phone booth she was kidnapped, Angela was taken to the Florida Barge Canal and was beaten, raped and strangled. Her body was dumped in the canal. The body was found the following day by fisherman and identified by her friend when she was reported missing.
Happ was arrested in Pittsburgh 6 mo later after his prints had other evidence had been identified at the scene. When arrested Happ was taken to Soledad, CA to serve sentence for kidnapping and armed robbery. After 3 yr Happ was extradited to Fl to stand trial for Crowleys murder.
the first trial in 1/89 ended in a mistrial due to a procedural error by prosecutor. The second trial ended in a guilty verdict and a sentence of 2 death penalties and 3 life without parole.
25yr 2 trials, 12 appeals, 18 hearings have resulted in a death warrant.
Now, I need some advice, this scumbag killed my sister. I have been quiet and let the system to it's job. I now have been told that I may have to wait a year until the Governor get around to signing the warrant. What the hell can I do? I figured this would be the easy part. Any suggestions.

You should write and contact the Governor to hurry up and sign the warrant and explain in detail what happened.

You could also write to your local media and ask them to cover the case again. Speak to your local victims support organization.

Here is a mug shot of the scummy I'm sad to state that he appears to be quite in good shape for an undesirable element who is destined for annihilation. I really hope legal process will end soon so the rabid thing bites the dust for good.

How could he be in such good shape, prison is hell no? Well, unfortunately Florida death row is more humane than Polunsky unit, Texas. The animals there get air conditioning, are better fed and in general are treated better than their peers on Polunsky unit. I really don't like it. I consider Texas as a model in the way death row inmates are treated there.

I know people who work 8 hours a day in those types of environments or colder. I.e. the temperature in their cell would be 40 degrees everyday in the winter. That sounds more like justice.

Well, I don't know how are death rows all over the U.S. All I can say I just like the penal system of Texas, especially the way they handle those undesirable elements who squat on their death row in Polunsky.

The appeals process has been completed, the 11th appeals court denied it in april and the USSC returned it to Florida on 10/17 after refusing to hear it. appeals exhausted. I have contacted the governors office and have not gotten any answers on the selection of inmates for executions, what procedures are followed or any concrete answers. I'm afraid this wait will be as long as any of the appeals. Which really sucks...

www.dc.state.fl.us/oth/deathrow/#RoutineFlorida Department of Corrections indicate there is no air con on death row, or in fact in the majority of housing areas for inmates across the state of Florida. This is also backed by numerous blogs, message board postings which indicate there is no air con on DR. In fact around 2002 Florida DR inmates sued for Air Con, but failed to prove the heat is so bad that not providing air con is unconstitutional. What Florida Department of corrections provide is a ventilation system to recirculate the air around the prison. This doesn't bring any additional comfort, but it ensures that conditions don't become a health hazard. Such ventilation systems are a requirement of the state. Air Condition prison facilities are reserved for the sick inmates.

Big Bro, first of all I am very sorry for the loss of your sister and the grief and sorrow this has brought upon your family. I am a Floridian that is Pro-DP, but the system will take its time to grind out the process. Sorry, to tell you this, but that is just fact. Florida is a little slow in processing death warrants. However, they still do process them. My advice, focus if you can on positive things, but continue to put the pressure on the Governor's office and drop a line or two to the media. Especially in pro areas. I live close to Gainesville which can be very liberal. However, once you pass the city limits you find a very pro-dp supportive crowd AND given the latest big new items around Caylee Anthony, Summer Tompson, and Haleigh Cummings you should find sympathetic news outlets to support your opinion.

I am so sorry your sister was taken from you, and so sorry this process has taken so long to try to get at least some justice for her. I've signed and shared your petition. I hope it can help in some way. My heart goes out to you. This part can seem long, and scary - after that last appeal is denied the scumpals and their psycho lies seem to go into high gear; this is their high drama time, what they love best. Let us know here if there is anyone else you want us to write letters to, just post the information here. Bless you bigbrother, I am hoping that you can know the relief someday , of knowing that the justice that was promised is finally carried out.

The story is what it is. Except for the man that did those things isn't in prison. My uncle Bill is innocent. I flew to Florida this year from Oregon to meet him for the first time since I was 5and spoke with him. He's a smart and good man with a trouble child hood but he's no killer. I'm not sure if anyone has read all the transcripts. One thing is for sure is that he needs a new trial so that we know for sure, that killing my uncle is what is right for you and anyone else that feels the way you do.

Big Brother, what date did the 11th Circuit decide the appeal? I have done a couple of searches of the unpublished and published opinions on their site and no opinion comes up for William Happ. Was it April, 2012, or April 2011? The district court denied relief in April, 2010, but it can take two to three years to move through the federal appeals process.

So 25 years 2 trials, 12 appeals, 18 hearings versus a few hours meeting after not seeing him since the age of 5. My eyes are rolling.
Edit to add if its support you want ibelieve, you won't find much on a pro board. There are sites for that, mind your head on the way in and watch out for the harpies.
