In other words - if one should keep the DP, should it be restricted to inmates who, even if incarcerated, still has a significant risk of murdering again? If so, you get less executions, which means more resources and funds to stuff that actually matters.

If so, you get less executions, which means more resources and funds to stuff that actually matters. we execute people for what the HAVE done, not for what they might do. however, execution comes with the additional benefit of being extremely successful at curtailing what he might do.
