On January 18, 1993, Phillips murdered his girlfriend's daughter, three-year-old Sheila Marie Evans, at her home in Akron. Phillips had been sexually and physically abusing Sheila for some time. Phillips severely beat Sheila in the head, face and abdomen, threw her against the walls, dragged her by her hair and anally raped her. Phillips confessed to police.
Could be the first execution in Ohio since three years ago, although he is still appealing the drug protocol.
According to the Ohio Department of Corrections here is what Phillips has requested for his final meal:

For the first time in more than three years, the state of Ohio executed a death row inmate, ending a lull that followed an unusually drawn-out execution relying on a controversial lethal-injection drug.
State officials executed Ronald Phillips by lethal injection on Wednesday morning at a state prison in Lucasville, about 80 miles south of Columbus, the state capital. The execution was completed at 10:43 a.m. without complications, according to multiple reporters at the prison.

Shame it took till now but glad he's gone. His last words expressing regret mean nothing, there isn't any place in this world for someone who would commit a crime like that.
