Campbell was convicted of the January 1991 abduction and murder of Alexandra Rendon in Houston. Rendon, a Bank One employee, was kidnapped from a Chevron station and driven to a desolate area. Campbell and codefendant Leroy Lewis robbed her of her money and jewelry and then raped her.
Random was marched at gunpoint to a field and then told by Campbell to run. Campbell shot once at Rendon's head but missed. He then shot her in the back and left her to die.
Lewis later gave police a taped confession. Rendon's body was found 12 days after the murder.

This took since 1992 to just now come out? Low IQ? This happens in too many case's, guess that is what we need to fix & confirm from square one in court procedings for now on to close the door. That is a place that needs to be fixed in the system.

I think it was stayed because it seems that Texas may not have released all the information about Campbell's medical situation.
What I don't understand is, how can a mentally retarded person obtain a driver's licence? Campbell drove Alexandra Rendon to the murder site, and that requires decision making.

Ricky Ray Rector, Arkansas 1992 is a person who probably should not have been executed. Don't think he really knew what was about to happen to him:
"A question of the morality of killing someone who was functionally retarded. An oft cited example of his mental insufficiency is his decision to save the dessert of his last meal for after his execution. Supporters claim that Rector IQ was measured less than 70, which is the standard benchmark for determining mental retardation."

As the cops closed in to arrest him, he self-administered a 9MM brain hemorrhage. As with the entire rest of his life, it went wrong and he survived.
