Hey everyone. I'm new. I'm very interested in the death penalty and just wrote a huge paper and speech on it (i'm pro) and it turned out well, this forum helped me a lot. I own a forum of my own so i know how everything works. Anyways, i have noticed that besides the death penalty everyone here seems to be very knowledgeable on politics, and in my government class we just got assigned props from the 2008 election to write speeches on. I got assigned pro prop. 6 and i was just curious to see what you guys would say if you had 3 minutes to write a persuasive speech being pro prop. 6. I have to present it in front of the class. ^You have to copy and paste the whole thing, because for some reason the 2008 part doesn't blend with the link and you have to copy the link with the 2008 part. Links do that sometimes, sorry i didn't mention it earlier.

It was a terrible idea. All propositions that mandate set amounts from the state's general fund for "pet projects" take the responsibility of budgeting away from the people you've elected to do so.
If you're not satisfied with how your state senator or assembly member votes on the budget, vote to remove him or her from office.
And a final note: In state budget "emergenices," (and everything is when the state is short of funds) the state can decide not to distribute the funds mandated to the cities. This is a common occurence at the state level when they are short of funds. Ask any California city councilmember, as I am.
This state is in a situation of fiscal insanity. We're broke, yet the voters just approved $10 billion in bonds (borrowed money) for a high-speed rail line study.

I would say, "Find somebody else". As written, the propsition is guaranteed to fail regardless of the composition of the electorate.
