Hypothetical: A person is wanted in Idaho state for parole violation of a DWI conviction, and is arrested in let's say California for a similar drunken disorderly offesnse. Someone who knows this offender contacts the CA local DA's office and tells them this person is wanted in another state. The California DA writes a formal request to Idaho that the offender be returned to Idaho, and Idaho refuses this offender, is the state of Idaho responsible or liable for anything the offender does? Is there anything that can be done to force the state of Idaho to take this offender back?

It is simply up to that state to decide if they are willing to pay the expense to bring the person back. They usually will for major felonies, but very rarely for misdemeanors.
