Some courts/commissioners set dates for execution within a short time span after issuing a warrant , at others like Texas you even find dates , which goes into spring 2012 ! Is that different legacy / procedures .

I live in the Tampa area and can remember back when these murders happened. Truly awful. Now his big ugly mug is on the front page where his victims' pictures should be. The article was an interview with Hal Rogers. (husband and father of the victims)

Rogers, who was on her way back to Wilshire, Ohio, after the family's vacation at Disney World, reportedly stopped and asked Chandler for directions to her Tampa motel on June 1, 1989, according to authorities. She and her daughters disappeared that night. Chandler jotted down directions on a brochure, which police later used to help solve the crime. For three years the killings were a mystery until investigators posted Chandler's handwriting in hopes someone would recognize it. One of Chandler's neighbors did and called authorities. Chandler was convicted of the killings in 1994. At trial, prosecutors used details of an unrelated rape for which he was never tried. A woman testified Chandler took her by boat out on the bay and raped her and she believed the reason she wasn't killed was because a friend was waiting for her at the dock. Chandler also had a previous felony conviction for armed robbery. Prosecutors weren't certain whether Rogers and her daughters were alive or dead when they were thrown into the bay, according to court records. The cause of death was either strangulation from the ropes, drowning or a combination of both, authorities said. Chandler fought his death sentence on the grounds that his trial attorney, Fred Zinober, provided an inadequate defense. He filed several appeals that eventually landed his case in the hands of the state Supreme Court, which refused in 2003 to revisit it. Shortly after, Chandler filed a petition in U.S. District Court in Tampa, which also was denied. The death warrant, under which Chandler is to receive a lethal injection, is the second signed by Scott since he took office in January. Last month, Manuel Valle received a lethal injection for fatally shooting Coral Gables police officer Louis Pena in 1979. No doubt Oba Chandler is one of the worst scumbags of the last century. By all means he earned his right to enter the pantheon of the most infamous murderers alongside with scummies like Ted Bundy. His name well... will be remembered for decades like other psychopaths who makes us wonder about the essence of human nature.
I really hope he goes down on due course.
I'm seriously considering toasting the blessed elimination of this piece of undesirable element and I wish he roasts in the flames of hell forever.

Oba Chandler's last appeal rejected by Pinellas judge; next stop is Florida Supreme Court By Jamal Thalji, Times Staff Writer In Print: Tuesday, October 25, 2011 LARGO — A Pinellas-Pasco circuit judge on Monday rejected convicted killer Oba Chandler's final appeal of his death sentence. Chandler is still scheduled to be executed on Nov. 15 for the murders 22 years ago of Joan "Jo" Rogers, 36, and her daughters, Michelle, 17, and Christe, 14. Chandler's defense team will now take the case to the Florida Supreme Court, which has already upheld his death sentence in 1997 and 2003. "We know it's a bleak situation," said defense attorney Baya Harrison III. "But we can't give up. We just have to press on." Harrison argued his client's case on Friday. But he had already anticipated losing at the trial judge level, so on Saturday he mailed all the necessary documents for his appeal. The state's highest court has set a tight schedule for this final appeal. The defense must file its arguments with the Florida Supreme Court by Nov. 1. Then the Florida Attorney General's Office has a few days to respond. Oral arguments are set to take place in Tallahassee at 9 a.m. on Nov. 9. If Chandler's appeal is rejected, he then has to ask the 11th Circuit Court of Appeals in Atlanta for permission to file a federal appeal. If it's granted, arguments will be heard in the Middle District of Florida in Tampa. Rogers and her daughters were visiting Florida from their Ohio farm when they encountered Chandler in 1989. He lured them onto his boat, took them out into Tampa Bay, then bound them, likely sexually assaulted them, weighed them down and threw them into the water. Chandler was convicted of their murders and sentenced to death in 1994. He has since exhausted all other state and federal court appeals. Gov. Rick Scott signed Chandler's death warrant on Oct. 10. Harrison appealed the death sentence on the grounds that Chandler's constitutional rights were violated because some of the findings made by a judge in sentencing him to death should have been made by a jury instead. The U.S. Supreme Court has ruled in the past that juries, not judges, should have the power to sentence defendants to death. Harrison cited federal case law in his appeal, including U.S. Supreme Court cases and a recent decision by a federal judge in Miami declaring Florida's death penalty statute unconstitutional. The defense argued that Chandler should get a new penalty phase, that a new jury should decide whether he should be put to death or instead receive a life sentence. But Pinellas-Pasco Circuit Judge Phillip Federico ruled that those federal cases were decided after Chandler's conviction, and do not apply retroactively. He also noted that the Florida Supreme Court has in the past ruled that those federal cases do not invalidate the state's death penalty statute. There is not much to slow this one down here. I think it is the standard game plan but he is not a poster child with any redeeming factors or even a good lie to help. He's not popular with the Hollywood crowd or the Vatican, not an illegal. He is pretty much done.
I am not sure where he will be executed. I only say that because if I get a wild hair it might be interesting to take the trip up to Lawtey to check out the crowd. Just not in this case, I have a prior engagement and this probably will not draw much of a crowd. The last guy didn't even merit a cub reporter from the local media.

I just looked at Wikipedia. It said the reason why the victims were in Florida were to get away from the hype of the uncle and brother in law being arrested for rape. This included a charge relating to Michelle

Rapist and three-time murderer Oba Chandler, who's scheduled to be receive his lethal injection at 4 p.m. on November 15, doesn't want to be executed. Imagine that. Chandler's lawyer filed a motion in a circuit court today seeking to have Chandler's death sentence thrown out, claiming the state's judicial method of death-penalty sentences violates the Sixth Amendment. The claim is that by the state's procedure of having a judge impose the death penalty, it violates a defendant's right to a jury trial. The jury actually recommended that Chandler receive the death penalty, but since the judge is the one who actually imposed it, this will likely have to occupy time in a courtroom. Chandler, 65, was the second recipient of a death warrant under Gov. Rick Scott's governorship, and has been hanging out on death row for the past 17 years. According to the Florida Commission on Capital Cases, Chandler killed Joan Rogers and her two daughters, Michelle and Christe, more than 22 years ago. Rogers and her two daughters were on vacation in Tampa from Ohio and checked into their hotel on June 1, 1989. After a week of noticing that the family hadn't been in the hotel room, housekeeping staff called the cops. Police found Rogers' car abandoned near the Courtney Campbell Causeway, with a brochure inside containing directions written by Chandler. The cops found all three of the women on June 4 -- naked from the waist down, arms and legs bound, with a cinder block tied by a rope around their necks. Autopsy results showed the women died either from asphyxiation from the ropes around their necks or from drowning, and police said Chandler sexually assaulted Rogers. After police made a connection between the murders and another rape in the area -- which was printed in local news reports -- Chandler left the area. He lived with his family for the next few years -- including some time spent in Broward County -- before finally being arrested and charged in September 1992. Since his conviction, Chandler has lost seven appeals of his death sentence in various courts. And now there's an eighth.
