Imagine a situation which is going south fast, where somebody is going to get killed. But no law has been broken yet. Such a situation would not be a crime in progress because, as you say, no law has been broken The first priority of law enforcement officers is to ensure the safety of everyone on the scene, including themselves. Someone acting erratically may end up being tasered or even shot if, in the officers' judgement, that is necessary to prevent others from getting hurt. I'm surprised you don't know this. However, though this may be a gaping lacuna in your basic general knowledge, that alone does not make it a topic for debate.

I saw on the news today that a repeat pedophile (pled guilty to his 100 charges) volunteered to be chemically castrated.

I don't know much of the case than what I saw reported but it was reported as voluntary and I'm not sure but I think his sentence range is between 16-20 years.

In California, and maybe elsewhere, they have been detaining pedophiles indefinitely after their sentence ends, using a psychological health justification. Pedos have been let out if they agree to be castrated.
